住建部(bu):地下空(kong)間亟待“多規合(he)一(yi)”!
10月26日(ri),住(zhu)房城(cheng)鄉建設部在深圳召開推進城(cheng)市軌道交(jiao)通規(gui)劃建設現(xian)場會。住(zhu)建部副部長倪(ni)虹在會上(shang)要求,各地要認(ren)真落(luo)實“創新、協調、綠色(se)、開放、共享”五(wu)大發展理念,大力推進城(cheng)市軌道交(jiao)通建設,著(zhu)力補上(shang)城(cheng)市基礎設施短板。同時,倪(ni)虹大聲疾呼(hu),要抓(zhua)好(hao)地下空間(jian)“多規(gui)合一(yi)”,提前謀劃、未雨綢繆(mou),絕不(bu)能讓類似于(yu)地上(shang)的(de)“城(cheng)市病”在地下空間(jian)重演(yan)。
倪虹強調(diao),要通(tong)過頂層設(she)計、完善(shan)有關制度(du),著力推進(jin)地(di)(di)(di)(di)下(xia)空間(jian)“多規(gui)合(he)一(yi)”,避(bi)免地(di)(di)(di)(di)下(xia)空間(jian)產生類似于地(di)(di)(di)(di)上的“城市病”。要抓緊做好(hao)地(di)(di)(di)(di)下(xia)空間(jian)利用規(gui)劃,合(he)理(li)布局(ju)各(ge)種地(di)(di)(di)(di)下(xia)基礎設(she)施,制定布局(ju)規(gui)則。統籌(chou)好(hao)以(yi)地(di)(di)(di)(di)鐵為(wei)代表(biao)的地(di)(di)(di)(di)下(xia)交通(tong)設(she)施,以(yi)綜合(he)管(guan)(guan)廊為(wei)代表(biao)的各(ge)類管(guan)(guan)線(xian)、管(guan)(guan)道等(deng)地(di)(di)(di)(di)下(xia)基礎設(she)施,以(yi)人防設(she)施為(wei)代表(biao)的各(ge)種安全空間(jian),以(yi)地(di)(di)(di)(di)下(xia)綜合(he)體(ti)為(wei)代表(biao)的地(di)(di)(di)(di)下(xia)商業服務業等(deng)設(she)施,使各(ge)專項(xiang)規(gui)劃在(zai)一(yi)個電(dian)子信(xin)息平臺上實現(xian)地(di)(di)(di)(di)下(xia)空間(jian)的“多規(gui)合(he)一(yi)”。
補短板
緩(huan)解交(jiao)通(tong)(tong)擁堵,根本出路(lu)是要在(zai)引導需求端群(qun)眾(zhong)(zhong)合理出行的(de)(de)同時,通(tong)(tong)過優先發(fa)(fa)(fa)展(zhan)公(gong)(gong)共交(jiao)通(tong)(tong),完善供給側交(jiao)通(tong)(tong)設(she)施的(de)(de)建設(she)。對大(da)城(cheng)(cheng)(cheng)市(shi)(shi)來(lai)說(shuo),優先發(fa)(fa)(fa)展(zhan)公(gong)(gong)共交(jiao)通(tong)(tong),首要是發(fa)(fa)(fa)展(zhan)大(da)運量的(de)(de)軌(gui)道(dao)(dao)交(jiao)通(tong)(tong)。從(cong)目(mu)前情(qing)況(kuang)看(kan),軌(gui)道(dao)(dao)交(jiao)通(tong)(tong)發(fa)(fa)(fa)展(zhan)還(huan)相(xiang)對滯后,與群(qun)眾(zhong)(zhong)需求、城(cheng)(cheng)(cheng)市(shi)(shi)發(fa)(fa)(fa)展(zhan)需要相(xiang)比,城(cheng)(cheng)(cheng)市(shi)(shi)軌(gui)道(dao)(dao)交(jiao)通(tong)(tong)仍是城(cheng)(cheng)(cheng)市(shi)(shi)基礎(chu)設(she)施的(de)(de)突出短板。目(mu)前,除北、上(shang)、廣、深等一線城(cheng)(cheng)(cheng)市(shi)(shi)公(gong)(gong)交(jiao)分(fen)擔率(lv)能達到30%,大(da)部(bu)分(fen)城(cheng)(cheng)(cheng)市(shi)(shi)公(gong)(gong)交(jiao)分(fen)擔率(lv)都在(zai)20%左右(you),甚至更低(di)。就軌(gui)道(dao)(dao)交(jiao)通(tong)(tong)來(lai)說(shuo),也明(ming)顯滯后,很多城(cheng)(cheng)(cheng)市(shi)(shi)軌(gui)道(dao)(dao)交(jiao)通(tong)(tong)在(zai)高峰期間(jian),都是滿負荷、超負荷運行。這說(shuo)明(ming),需求很大(da),供給不(bu)足(zu)。
促改革
補(bu)上軌(gui)道(dao)交(jiao)通(tong)的(de)短板,是(shi)推進供給側(ce)結構性改革(ge)的(de)多贏之舉,功(gong)在(zai)當代,利在(zai)長遠,具(ju)有(you)重要的(de)現(xian)實意義和深遠影響。城(cheng)(cheng)(cheng)市特別(bie)是(shi)大(da)城(cheng)(cheng)(cheng)市軌(gui)道(dao)交(jiao)通(tong)的(de)發(fa)(fa)(fa)展,能極大(da)地(di)方(fang)便市民出行,有(you)利于預防和緩解城(cheng)(cheng)(cheng)市交(jiao)通(tong)擁堵;城(cheng)(cheng)(cheng)市軌(gui)道(dao)交(jiao)通(tong)的(de)發(fa)(fa)(fa)展,會促進城(cheng)(cheng)(cheng)市地(di)下(xia)(xia)空(kong)間的(de)開發(fa)(fa)(fa)利用,有(you)利于構建合(he)理的(de)地(di)下(xia)(xia)空(kong)間網絡;城(cheng)(cheng)(cheng)市軌(gui)道(dao)交(jiao)通(tong)的(de)發(fa)(fa)(fa)展,有(you)利于引領城(cheng)(cheng)(cheng)市科學布局,營造(zao)宜(yi)居的(de)城(cheng)(cheng)(cheng)市環(huan)境(jing)。
抓機遇
當前是(shi)補上(shang)城(cheng)(cheng)市(shi)(shi)軌道(dao)交(jiao)通(tong)短板的(de)重(zhong)要窗(chuang)口期,推動城(cheng)(cheng)市(shi)(shi)軌道(dao)交(jiao)通(tong)建設(she)可謂(wei)“一(yi)石三鳥(niao)”,既(ji)惠(hui)民生,又促增長,還利去產能。城(cheng)(cheng)市(shi)(shi)軌道(dao)交(jiao)通(tong)建設(she)產業鏈(lian)長,有助(zhu)于帶動相關行業的(de)發(fa)展。目(mu)前,有37個城(cheng)(cheng)市(shi)(shi)共(gong)170條(tiao)線路(lu)的(de)軌道(dao)交(jiao)通(tong)項目(mu)在建,總里(li)程達4246公里(li),直接投(tou)資(zi)可達2萬億元。有關研究表明,軌道(dao)交(jiao)通(tong)建設(she)每投(tou)資(zi)1億元就能形成2.56億元的(de)GDP。應抓(zhua)住(zhu)機遇,加(jia)快軌道(dao)交(jiao)通(tong)建設(she),通(tong)過(guo)推進(jin)政府和社會資(zi)本合作(PPP)、實施(shi)地上(shang)地下綜合開發(fa)、提(ti)升城(cheng)(cheng)市(shi)(shi)承載力(li)。
保安全
軌道交通是百年大計,防水工程質量安全必須高度重視。城市軌道交通工程復雜性比一般的市政工程要大的多,很多還是地下工程,工程質量和安全壓力更大。必須依靠科技加強工程質量安全監管,嚴格落實建設單位等參建企業質量安全主體責任,強化全過程安全風險管理。
